However, in other countries bureaucracies can be highly inefficient and corrupt as a result of the resources which they control. The ability for a bureaucracy to succeed in its goals requires cab able technocrats, low levels of corruption, a strong rule of law, and other factors. Therefore, it depends on the bureaucracy and its implementation to determine its desirability.
