True or False? An elements reactivity id determined by the number of protons found in an atom of the element? PLEASE HELP ME

False, I think.
I would say it is determined by the number of electrons. The number of protons determines what element it is.
An element will try and fill it's outer shell, and so elements such as neon (a noble gas) is difficult to do anything with as it already has a full outer shell of 8 electrons. Something with 7 outer electrons, however, will be much more reactive as they will try to fill up that last space through a chemical bond.
