In my opinion, a loyalist is more dangerous when it comes to democracy. Let's say a president who's being impeached has the senate, but the senate is filled with loyalists and don't do their duty even though their supposed to because of their loyalty and/or agenda. A king will always have opposition due to the fact they're a king, and loyalists can help them cement that rule, but when it's a democracy the US for example, it is a direct slap to the Founding Fathers and the American people. Sometimes people don't want democracy, just a dictator that agrees with them.
