The states had more power than the national government because the states had actually allowed for abilities to do what you wanted. For example, they were set to trade where and whatever they wanted at their own will. Where as the national government set boundaries. Another example would be, the government setting boundaries for what YOU wanted to trade & if it went against their guidelines, you’d be the one having to pay.
