So I have my own way of thinking:
So lets say a 25% increase of 60.
First what I would do is 25% x 60 = 15. THEN MAKE SURE YOU DON"T FORGET THIS STEP. You will have to do 60 + 15 = 75.
So that is for increase, you can do this with any numbers :).
So now lets say 25% decrease of 60.
First what I would do is 25% x 60 = 15 and then do 60 - 15 = 45. (Since we are decreasing)
So that is for the decrease, you can do this with any numbers :).
