Is Having the right to vote the same as being represented in government (House of Reps, Senate)?
Not necessarily, the Census counts population for purposes of determining the number of Representatives. It doesn't matter if people are registered or eligible to vote they are still counted and represented. All 50 states get 2 Senators regardless of population size.
