My equation represents the problem because $4.95 is the fixed fee for every month, but to download each ebook, we have to pay $3.99 for each book. Fixed fee ($4.95) will remain the same irrespective of the number of books downloaded. But the sum of fee for each ebook, will be the number of ebook (b) multiplied by the cost for each ebook ($3.99). Total cost (c) will be the fixed fee + the sum of fee for each ebook. So, this equation represents the problem.
