Goods that are shipped FOB (Free on Board) destination with the seller paying freight charges, the buyer does not have any title to the goods during the transit period until they reach the buyer's destination.

In such a case, the seller is responsible for the safe delivery of the goods to the buyer.  The seller bears all the risks of delivery.  The buyer can only pay for the goods when the goods reach the buyer's destination.

FOB (Free on Board) shows the specific time that title (obligations, costs, and risk involved) in the goods passages from the seller to the buyer.  It is one of the Incoterms standards published by the International Chamber of Commerce.

Thus, for such FOB destination goods, the seller retains title to the goods until the final destination.
