I think it is the first one {-1,0,1,3} because domain is the x values, while range is the y values. Since we are looking at the x values, you can see that there are points at (-1, 1), (0, -2), (1, 3), and (3, 0). If you look at the coordinate pairs (remember that these pairs occur in an (x, y) fashion) you can see that the x values happen to be at -1, 0, 1, and 3 or {-1, 0, 1, 3}. With this, I think the first choice is the answer.
