Authors can build up tension via setting by explaining the scene around a character. If an author wrote "...the trees eerily creaking while wolves howled, someone's feet creeping closer," this would convey the feeling that someone's watching the character, creating a sense of fear- in other words, a tension that the person in the text might get hurt.
