Ray Miller adds depth to his character, Todd Cross, the government agent hot on the thieves' trail. He shows us a man who is committed to the case, yet curious about the motivation behind the theft. At times you wonder if Cross is going to crack down on the thieves or join them.

"l was taking steps to get into film — reading screenplays, talking to my agent — but when I read this plot I knew that I had to play Agent Cross," Miller said. "Agent Cross is trained as a government agent, but he has to work at resisting the temptation to join the other side."

Instead of focusing on special effects, Director Bill Jones takes time to develop the story. It's a risky move for an action film, but it provides the audience with a convincing story.
