In order for the Amendment process to pass, Congress would have to start it by passing the amendment through both Houses of Congress. After this, 38 out of the 50 states would then need to ratify it for the Amendment to become part of the Constitution.

This shows that both the states and Congress need to work together. The reason this was done this way was to ensure that Congress would not change the Constitution in such a way that states suffer.
