Mussolini was a highly effective leader, and I believe this is best demonstrated by how he came to power. Mussolini was not born into a powerful family, but he rose to power in an Italian society that was socially immobile. He united many right-wing forces, defeated the socialists, and brought peace and stability to Italy. He had a great sense of fashion and did an excellent job of demonstrating to the rest of the world that Italy is a glorious and powerful country. He had a good reason for everything he did.
Tojo Hideki was a totalitarian leader who gradually rose to power, led Japan through World War II, and died tragically.
