Because of weak intermolecular force, particles have certain amount of distance between each other, due to that on supplying continuous heat  those particles feels the increased effect and the similar phenomenon is happened with all particles of dry sand, due to that there is a collective increase in temperature on continuously supply of heat.

Water particles and damp sand has strong intermolecular force of attraction as compared to dry sand, due to that they don't feel much experience of increased temperature.
