Charlemagne was the leader of the Franks which is the beginning of the French state and Justinian was the leader of the Byzantine Empire. 

Both of these leaders needed to establish order after the fall of Rome. Though they made adjustments, they both maintained the basic principles of Roman law. Both empires were culturally different containing differing languages, religions, and peoples, but by maintaining some familiar rules they were able to create order.
