The group of Americans which would be considered the least represented by their government are poor people. This is because there seems to be a subconscious system in place where voters are older people who are wealthier and highly educated and since they are voting and their vote matters and changes things, the people elected listen to these types of constituents. However, people on the poorer side of the spectrum do not feel as if their vote matters and they generally vote to a much lesser extent, this is why they feel unrepresented.
