Segment, lines, etc. are perpendicular if their slopes are the negative recipirocal of each other, such as 3 and -1/3.

By using the slope formula, (y2-y1)/(x2-x1), you find out that the slope of AB is -10/3 and the slope of CD is 1, so you can reason that they are neither.
