  • Separation of power: It is what separates the governmental power into three branches which are the legislative, judicial, and executive power.
  • Constitution: The set of laws that limit all government actions.
  • Rule of law: Refers to the duty of the government and citizens to obey all laws and regulations of the country.

Based on that, you should choose one of these limits and create a country where one of them does not exist. An example of this can be seen below:

In a country called Bonik, there is a law that requires everyone to throw garbage in cardboard boxes. However, the mayor and judges of the city of Rosalia throw garbage in plastic bags and are not harmed or obliged to follow this law.

In that country, the Rule of Law does not exist, because if it did, the mayor and judges of the city would be forced to throw garbage in cardboard boxes.
